The ROADEX Pilot Project

The central aim of the first ROADEX project was the creation of effective technical exchange and co-operation between road districts in the Northern Periphery region.

The objective of the "co-operation" was to :-

  • develop best practice strategies for road maintenance procedures and operations, in order to deal with the regions unique combinations of remoteness, climate, topography, low traffic volumes and long distances to markets.

This involved a 3-year technical trans-national collaboration across road districts of the Northern Periphery, by means of networking and the exchange of good practice. Road District managers were able to share their local experiences in order to contribute to the improvement and development of road maintenance service delivery on low traffic volume roads.

The project was divided into 2 main sub-projects or trials :-

  • Road Condition Management

  • Winter Maintenance

The main objectives of these sub-projects through effective technical exchange and co-operation were :-

  • To minimise differences in winter maintenance standards between neighbouring countries

  • To reduce the number of weight restriction delays on Northern Periphery roads

  • To reduce environmental impact

  • To increase accessibility for road users.

These were chosen to prove the benefits of the exchange and test mechanisms for the sharing of roads related information across the Northern Periphery area.

Each trial was planned to include two phases :-

  • first to compare and share the practices being pursued across the area and then

  • move on to develop the most promising of these to make the best use of limited resources.
